Resumo
En Venezuela, la prestación de los servicios de agua potable y recolección de aguas servidas siempre ha sido una competencia que, conforme a los textos constitucionales, le pertenece a los Municipios; sin embargo, por diversas razones el Poder Ejecutivo Nacional se encarga de su prestación. En esta investigación se analizará por qué no se realiza la reversión a los Municipios y por qué el Poder Nacional no intenta descentralizar estos servicios directamente en la comunidad organizada.
