dc.description.abstract | La comunidad es fundamental para la preservación de la salud, tal como
se estipula en el Artículo 84 de la Constitución de la República Bolivariana de
Venezuela (CRBV) en que se confiere importancia las comunidades, pues se
precisan sus deberes y derechos para participar en la toma de decisiones sobre
la planificación, ejecución y control de la política específica de las instituciones
públicas de salud, y que el sistema nacional público de salud debe dar prioridad
a la promoción de la salud y prevención de las enfermedades. El Proyecto
Madre es un espacio de participación social, cuyo objeto es la reducción de
la morbimortalidad de la madre y de los niños y niñas menores de 5 años por
causas que se pueden evitar, y así contribuir a mejorar la calidad de vida y salud
de las comunidades, por medio de la capacitación de los comités de salud y
de las redes sociales, la promoción de la salud de las madres, niños y niñas,
para fortalecer los servicios de salud en los diferentes niveles y la vigilancia
epidemiológica en forma permanente. Los fundamentos políticos y legales que
lo sustentan están bien establecidos, entre ellos, la CRBV, el Plan de Desarrollo Económico y Social de la Nación 2001-2007, los Objetivos Estratégicos de la
Nueva Etapa, las Metas del Milenio, la Ley de Participación Ciudadana, la Ley
sobre la Violencia contra la Mujer y la Familia, los Objetivos de Salud Colectiva
del Ministerio de Salud, la Carta Social de las Américas, la Ley Orgánica de Salud
y la LOPNA. Con este proyecto se pude lograr la promoción de la salud de la
madre y sus hijos e hijas con el apoyo de su familia, prevenir enfermedades,
detectarlas y tratarlas oportunamente, para minimizar el impacto negativo sobre
el individuo, la familia y la comunidad. | es_VE |

dc.description.abstract1 | In the maintenance of health the role of the community is fundamental,
such it is stipulated in the Article 84 of the Constitution of the Bolivarian Republic
of Venezuela (CBRV) in which it is conferred importance to communities, since it
is recognized their rights and duties to participate in the decision making, planning,
execution and control of specific policies of public health institutions, and that the
National Public Health System must give priority to the promotion of health and
illness prevention. The Mother Project is a space for social participation, whose
purpose is to diminish morbimortality of mothers and children under 5 years of
age due to preventable causes, and therefore improve life quality and health of
communities, by means of training health committees and social networks, the
promotion of health of mothers and children, in order to strength health services
at different levels and the permanent epidemiologic surveillance. Legal and
political bases for this project are well established, as follows: The CBRV, The
National Plan for Economic and Social Development 2001-2007, Strategic Goals
for the New Period, The Milestones for The Millennium, The Citizen Participation
Law, The Law About Violence Against Women and Family, The Objectives for
Collective Health of The Ministry of Popular Power for Health, the Americas
Social Letter, The Health Law and LOPNA. With this project, health promotion
for the mother and child can be attained with the support of their family, prevent
and detect illnesses, and provide the opportune treatment to lessen the negative
