| dc.description.abstract | En este escrito se hace una exploración acerca de los fundamentos de la libertad de
expresión como medida de la democracia. Por un lado, se revisa el papel que ocupa como
derecho fundamental dentro de los estatus internacionales y regionales,
y las garantías que se establecen para su cumplimiento. De otro, se indagan las
dimensiones de la libertad de expresión y las estrategias autoritarias implementadas
para su desconocimiento. Por último, se compara la libertad de expresión en Colombia
en dos momentos específicos: el que surge con la constitución de 1991 y el que se
impone con las redes sociales.
