dc.description.abstractLa descentralización es uno de los temas que ha alcanzado mayor relevancia en la agenda sobre el desarrollo de los países de América Latina. Este fenómeno, si bien obedece a distintas perspectivas teóricas, expresa la necesidad de los Estados latinoamericanos de readecuar sus estructuras para hacerlas más eficientes en términos de equidad y de justicia social. Los sistemas educativos no escapan a esta readecuación y tanto Colombia como Venezuela han venido implementando una serie de reformas en este campo, diseñadas sobre la base de actuación de nuevas fuerzas y nuevos actores. El interés del estudio es comparar las estrategias del modelo descentralizador adoptado para conocer si este ha contribuido a dar respuesta a los problemas que atraviesan dichos países en materia de equidad, eficiencia y calidad de los sistemas educativos.es_VE

dc.description.abstract1Decentralization is one of the themes that has reached mayor relevance in the development agenda of most Latin American countries. This phenomenon even though it obeys to diverse theoretical perspectives, expresses the necessity to readequeate the structure of Latin American States to make them more efficient, equitable and in the pursuit of social justice. The systems of education do not escape to the modernization process. Colombia and Venezuela have been implementing a series of reforms in this field. The reforms have been designed on the basis of the action of new forces and new actors. The aim of this paper is to compare the strategies of the decentralization model adopted by these countries and to understand if they have contributed to the solution of the problems that affect the educational systems of these countries.es_VE
