Se analiza las polémicas acerca de esta ley entre 1995 y 1998 y sus implicaciones para Latinoamérica y el Caribe y se discierne cómo este instrumento jurídico refleja las regulaciones en materia internacional, el cual ha surgido dentro del concepto de globalización económica y la supuesta defensa de la democracia.es_VE
