| dc.description.abstract | En Colombia se sigue presentando un incremento en el número de personas
víctimas de desplazamiento forzado interno. A pesar de las diversas acciones
emprendidas por parte del gobierno nacional y los entes territoriales,
aun no se logra el restablecimiento de los derechos de personas que hace
más de una década se encuentran en esta situación, crisis humanitaria que
vulnera masivamente los derechos de más de cuatro millones de ciudadanos.
Actualmente el Gobierno Nacional viene haciendo reformulaciones
de la Política Pública para dar respuesta a las órdenes impartidas por la
Corte Constitucional. Durante el año 2010 se realizaron modificaciones a
la Atención Humanitaria para atender esta población, no obstante, se evidenciaron
falencias históricas en la construcción de la Política Publica que
no han podido ser superadas relacionadas con la participación efectiva de
la población desplazada en la construcción y la concepción de esta política. | es_VE |

| dc.description.abstract1 | In Colombia, there continues to be an increase in the number of victims of
internal displacement. Despite the various actions taken by the national government
and local authorities, they have not been able to restore the rights
of people who have been living in this situation for more than a decade. This
is clearly a humanitarian crisis that violates significantly the rights of more
than four million citizens. Currently the national government is revising its
policy in response to orders issued by the Constitutional Court. During 2010,
modifications were made to the Humanitarian Assistance policy to serve this
population however historical shortcomings in the construction of the policy
were evident. These shortcomings, relating to the effective participation of
the displaced population in the construction and the design of the policy,
