| dc.description.abstract | En el este artículo presentamos una investigación exploratoria en la que nos proponemos analizar la realidad que muestran
los países de América Latina, el Caribe y de manera particular Venezuela, frente al advenimiento y consolidación de las
nuevas tecnologías de la información y la comunicación y el proceso de adaptación y adopción de estrategias y marco jurídico
que les proporcione una efectiva tutela en sus territorios en pro de institucionalizar la revolución digital sobre las bases
establecidas en la Cumbre Mundial sobre la Sociedad de la Información. Se trata, pues, de una investigación en principio
bibliográfica, haciendo uso de la observación de la realidad y el estudio de casos con el fin de fundamentar, en los datos
recopilados e interpretados de forma cualitativa, el estado actual de desarrollo de la Sociedad de la Información en la
región, vista ésta como el fenómeno que puede permitir a los países resolver el problema de desarrollo social, económico y tecnológico, basado en la participación e integración de los diversos agentes. | es_VE |
