| dc.description.abstract | La Constitución de 1999 incorpora en su texto principios y dispositivos que se habían planteado en el debate sobre la reforma del Estado, de los cuales muchos habían sido recogidos en reformas legislativas, y que formaban parte del debate teórico sobre la necesidad de profundizar la democracia; y asimismo, ha contribuido a la continuación del debate sobre los conceptos de democracia representativa y democracia participativa. Por otra parte, la democracia moderna ha estado vinculada al desarrollo de un derecho político relevante como lo es el derecho del sufragio, siendo la realización periódica de elecciones uno de los parámetros para medir grado de democracia. Es nuestro objetivo, observando los temas elecciones y democracia como parte del diseño institucional del cambio constitucional, hacer una reflexión inicial sobre el tratamiento constitucional de estos temas y el correspondiente desarrollo legislativo, así como la correspondiente práctica institucional y comportamiento de los actores en el tiempo de vigencia de esta Constitución. | es_VE |

| dc.description.abstract1 | The Constitution of 1999 incorporates in its text principles and precepts that had considered in the debate on the reform of the State, of which many had been gathered in legislative reforms, and that comprised of the theoretical debate on the necessity to deepen the democracy; and also, it has contributed to the continuation of the debate on the concepts of representative democracy and participation in democracy. On the other hand, the modern democracy has been tie to the development of an important political right, the right of the suffrage, being the periodic accomplishment of elections one of the parameters to measure democracy degree. It is our objective, observing the subjects elections and democracy as share of the institutional design of the constitutional change, to make an initial reflection on the constitutional treatment of these subjects and the corresponding legislative development, as well as the corresponding institutional practice and actors behavior during the time of validness of this Constitution. | es_VE |
